Carbon credits and international cooperation will take center stage in Wuhan, where the Two Lakes Dialogue 2026 and the China Carbon Market Conference 2026 will bring together governments, companies, and investors to discuss the expansion of carbon markets, climate finance, decarbonization, and the integration of regulated and voluntary systems, in line with the agenda of the Open Coalition on Compliance Carbon Markets.

Two Lakes Dialogue 2026 Highlights Carbon Markets and International Cooperation
The Two Lakes Dialogue 2026, to be held in Wuhan, China, from September 15 to 17, will bring together business leaders, policymakers, investors, international organizations, financial institutions, and representatives from major companies to discuss topics related to the low-carbon transition, carbon markets, industrial transformation, and sustainable growth. The event will take place alongside the China Carbon Market Conference 2026, a conference dedicated to carbon markets, including China’s regulated market, voluntary markets, market governance, and international cooperation. The program will also cover carbon finance, emissions accounting, the integration of regulatory frameworks, and investment opportunities aimed at decarbonization and the expansion of global carbon markets. The agenda also demonstrates strong thematic alignment with the Open Coalition on Compliance Carbon Markets, an initiative launched by the European Union, Brazil, and China to strengthen the integrity, transparency, and effectiveness of regulated carbon markets.
China Expands International Cooperation for Carbon Market Development
At a seminar that began at Wuhan University on September 10, 31 representatives from 16 countries, including Turkey, Brazil, Indonesia, and Morocco, participated in a program sponsored by China’s Ministry of Ecology and Environment. The initiative aimed to share China’s experience in developing carbon markets and to strengthen cooperation on cross-border carbon trading. During the event, Chinese officials highlighted that the country operates the world's largest emissions trading market and a national voluntary emission reduction market, while also expanding its South-South cooperation efforts regarding climate change through international agreements and capacity-building programs. Designed for regulators, public officials, climate governance experts, and leaders in the low-carbon transition, the training covered topics such as carbon trading, carbon asset management, green finance, and the harmonization of international rules. The 13-day seminar includes visits to low-carbon industrial parks, companies focused on emission reductions, and institutions responsible for the registration and settlement of carbon transactions. China considers hosting COP33 in 2028, according to international sources
A report by The Straits Times - a Singaporean newspaper known for its international coverage - states that China is considering a bid to host COP33 in 2028, a move that would reinforce its intention to exercise greater global leadership on climate issues. According to the cited sources, officials in Beijing are still internally debating the feasibility of the bid following India's withdrawal of its offer in April, and there is no guarantee the government will proceed with the plan. The report notes that COP31 is set to take place in Turkey and COP32 is scheduled for Ethiopia, before the Asia-Pacific region takes over for the 2028 edition. The article highlights that such a bid would spotlight the climate credentials of China - the world's largest greenhouse gas emitter - whose current strategy projects modest reductions of 7% to 10% by 2035, even amidst the continued growth of renewable energy.
