What Makes a High-Quality Carbon Credit?

Three entities - World Wildlife Fund, Environmental Defense Fund and Oeko-Institut - are developing a “Carbon Credit Guidance for Buyers” to guide buyers of carbon credits amidst a complex market. The project is implemented in four phases:

  • Phase 1 - criteria are identified for assessing the quality of carbon credits

  • Phase 2 - develop and test a methodology for assessing carbon credits

  • Phase 3 - application of the methodology to different carbon credits; and

  • Phase 4 - combine the Phase 3 results with additional recommendations to produce the “Carbon Credit Guidance for Buyers”.

This paper presents an updated set of criteria based on the input received during a stakeholder consultation held between November 2019 and January 2020. It also includes definitions for key terms such as "Carbon credit", "Corresponding adjustment", "Double counting", "Double issuance", "Leakage", "Non-permanence" and "Results-based climate finance", among a few others.
