What is CONAREDD+, which was included in the regulation of the Brazilian Carbon Market?

Today is Monday, November 6, 2023.


Bill PL 412 of 2022 on the Brazilian Greenhouse Gas Emissions Trading System (SBCE), approved by the Plenary of the Federal Senate on October 17, 2023, and now being prepared for the Plenary of the Chamber of Deputies, the following appears about CONAREDD+:


Article 2. For the purposes of this Law, it is understood as:

XXII – Reduction of Greenhouse Gas Emissions from Deforestation and Forest Degradation, Conservation of Forest Carbon Stocks, Sustainable Forest Management and Increase of Forest Carbon Stocks (REDD+): financial incentives, in the form of payments for results, including market and non-market approaches, aimed at rewarding actions, activities and programs to reduce greenhouse gas emissions from deforestation and forest degradation, including the conservation or increase of forest carbon stocks and sustainable forest management , regulated at national level by the National Commission for REDD+ (CONAREDD+);


Article 12. Verified Emission Reduction or Removal Certificates within the scope of the SBCE must be recognized as verified results that comply with an accredited methodology, in accordance with the specific act of the managing body, to carry out:

Single paragraph. The recognition of Verified Emission Reduction or Removal Certificates based on carbon credits based on actions, activities, programs and projects within the scope of REDD+ must, in addition to what is provided for in the caput, observe:

II – the CONAREDD+ guidelines, in particular with regard to the allocation of mitigation results, safeguards and compatibility with payment-for-results policies in force.


But what would this CONAREDD+ be? Before commenting on the National Commission for REDD+, it might be worth going over what REDD+ would be.


According to the definition on the website of the Brazilian government, it is an incentive developed within the scope of the United Nations Framework Convention on Climate Change (UNFCCC) to financially reward developing countries for its results in reducing greenhouse gas emissions from deforestation and forest degradation, considering the role of conserving forest carbon stocks, sustainable forest management and increasing forest carbon stocks (+). The Commission was recreated for the third time now in June 2023, Decree No. 11,548, revoking the previous creation, the Decree No. 10,144, of November 2019 (which in turn revoked Decree No. 8,576 of November 2015, the original).


According to the new text, with around 20 members and regular biannual meetings, CONAREDD+ is responsible for “establishing and complying with REDD+ safeguards” and may establish up to 3 simultaneous Technical Working Groups, with up to 18 members.
